This publication reflects results of a comparative analysis of principles and procedures for drawing up BREF Documents in the European Union and the Russian Federation. This work was conducted by Russian BAT Bureau for several years with constant help from European and Russian colleagues and extensive usage of the materials of numerous researchers, organisations and international projects.
A huge contribution to the publication was made by the staff of the European Integrated Pollution Prevention and Control Bureau. The first edition of the book was presented to the participants of the international conference ''Environmental Aspects of Industrial Development'' and was subsequently updated after their comments and recommendations.
The second, amended and updated edition is addressed to Russian and foreign readers interested in the development and implementation of principles of Best Available Techniques.
